When you choose the Mustang GT, turn off the physics realism totally and then when you drive and turn your car, it will stand on two wheels or wither spin up. Then you can also touch the building and turn inside and it will jump.

On the map you will see a dotted lined square go to the top of the square at high speed and on your right you will see a ramp jump the ramp and try to head to your left (towards the building)
Then you will be on top of the building.

It will look wierd like a Glitch. it is hard to do but it is possible.
